Not that I read much of it at all, but as with any literature, some authors are better than others (or will, at least, be more likely than others to craft stories that any given reader wants to get at). So why would somebody pay? Because their favorite author starts charging, and stops putting stuff online for free.
There are, as you intimate, a number of people out there who aren't necessarily that good at creating a world, but can do pretty swell things with one if it's already been made. And if they can turn a profit, why not?
